Adamant - Bard Perks

1. Disabled the play instrument powers from Adamant - Bard Perks
2. You can only get the main buff once you are at medium skill (Above 65 expertise by default)
3. The perk Bard's first rank doubles the buff magnitude (normal) and additionally gives you a +1-3 bonus to the instrument's expertise when you play it
4. Bard's second rank gives you an additional perk when you play an instrument (normal) but only when your skill is advanced in the instrument (Above 85 expertise by default)
5. Forwarded Bard Perks' instrument price and weight changes
6. Disabled the buffs from Skyrim's Got Talent (You can still get debuffs)
7. The requirements for the buff and bonus can be changed by changing the global variables
8. SGTBardBuffRequirement - Expertise required to get the basic buff (Default is 65, once the player starts playing some decent songs)
9. SGTBardBonusRequirement - Expertise required to get the bonus buff with Bard's second rank (Default is 80, when the player "Masters" the instrument)
10. Example on how to change them in the console: set SGTBardBuffRequirement to 0
11. ESL - Flagged
