Limited fast traveling that works based on location, ESPless + modding framework.
Location Based Fast Traveling
Fast traveling in New Vegas is a double edged sword. It's a great convenience but way too efficient. Having the right amount of running around and enjoying the scenery is one of the essential things that makes the cRPG experience, so being able to fast travel anywhere on the world map really zaps the life out of the game over time.
Fast Travel Overhaul addresses the issue by implementing fast travel restrictions on a per location basis. This means that the player is only allowed to use fast travel on fast travel enabled locations. By default, important locations like Novac, 188 Trading Post, Freeside, Primm, etc, are all fast travel enabled, while off road, side areas are not. This gives the player the full advantage of being able to freely fast travel back and forth between key checkpoints and settlements, while also letting them have the necessary breathing room for better and more immersive exploration, should they venture out to the more desolate areas.
It also provides a framework that allows for easy modding and customizations. You can easily enable or disable fast traveling for different Map Markers, Regions, and Worldspaces, and package these settings with your own mod, see the Modding section at the bottom for more details.

How To Config
Edit the file "Fast Travel Overhaul - ESPless\Config\FastTravelOverhaul_Config.ini". There are a few settings that you can change.
See the Modding section below for enabling/disabling fast travel for individual locations.
Compatibility
Anything. The mod has built in support for Map Markers in NVMMP - New Vegas Map Marker Project.
While the mod is compatible with TTW, it doesn't have any fast travel locations set up for TTW out of the box because I don't play TTW at all. Check the Post section for patches.
Modding
To enable fast travel for a new Map Marker, go to the folder "Fast Travel Overhaul - ESPless\Config\FTO_Locations" and make a copy of an existing ini file. Name it as anything you want and edit its contents:
- Set the Mod field to the name of the mod that contains the Map Marker - ie. Mod="ThisMod.esp"
- Set the Form field to the FormID of the Map Marker reference - ie. Form="555"
- Set the Enable field to whether or not you want fast travel enabled for that particular Map Marker
To disable fast travel for a Map Marker, either move/delete the ini file of that Map Marker, or set the Enable field to 0. The latter is useful if you want to then package it with your mod to disable fast traveling on any of the default Map Marker settings that come with this mod.
To package the new settings with your mod, put the files in the "Config\FTO_Locations" folder inside of your mod's folder.
For Map Marker inis, It doesn't matter the name. The way these files are named in this mod is simply to keep things neat and organized. Still, it is recommended to keep the naming convention to maintain some level of consistency for everybody. Also, keep in mind that if multiple files are referring to the same Map Marker form, then the first one loaded by the mod will take precedence, from top down, alphabetically.
For Regions and Worldspaces, go to the folders "Config\FTO_Regions" or "Config\FTO_Worldspaces". Make a copy an existing ini. Rename the file to the EditorID of the Region or Worldspace, then set Enable to 0 or 1. Names for these files do matter. They have to be valid EditorIDs of either a Region or Worldspace.
Regions and Worldspaces are needed for fast traveling out of "mini worlds". These are areas in the game where they're their own worldspace, despite looking like they're a part of the exterior. For example Freeside, much of the area within Freeside is not covered by Map Markers, so adding the Freeside Region/Worldspace here will allow the player to fast travel anywhere within the Freeside zone.
The message texts are defined in the FastTravelOverhaul_Text.ini file.
