Refund skill points gained from reading skill books when going over 100.

When reading skill books, skill points that are over 100 are refunded and can be spent freely on other skills. A small quality of life change to make skill books not go to waste if you are looking to max out certain skills very early.
For example, my Guns skill is at 99. I read a Guns skill book. Now my Guns is bumped up to 100 and I get to spend the remaining 2 skill points freely (or 3 if Comprehension is taken).
