Description:
Ownership in this game SUCKS. It is super inconsistent at best and downright incoherent at worst. This mod aims to tackle one of the aspects of it that bothered me the most. If I kill all the Legion at Cottonwood Cove, why is it still considered stealing if I take their loot? This mod makes it so that any time you kill an NPC, it checks to see if there are any members of the same faction nearby. If not, any owned items nearby have their ownership cleared so they can be looted.
Additionally, after killing an NPC with no other faction members nearby, any nearby cells will have their ownership cleared if the cell is also empty.
Vanilla attempts to do this for a few locations, such as Goodsprings after completing Ghost Town Gunfight, or REPCONN Test Site after killing Jason Bright, but is incredibly inconsistent with where it actually implements this. With this mod, it will apply globally.
I highly recommend pairing this mod with something like Goodies which fixes a lot of the bad ownership as well. There will still likely be a lot of inconsistencies even with these two mods just due to how a lot of the ownership is set up. If you notice anything with this mod like certain items not clearing ownership, let me know and I can see if it is easily fixable.

Configuration:
There are two options for configuring this mod, a standard INI file and a Mod Configuration Menu that requires MCM Extender. The configuration options include the distance at which NPCs are considered "nearby" to the killed NPC, radius from the killed NPC that valid items will have their ownership cleared, and the radius from the killed NPC that valid empty cells will have their ownership cleared.
