Console Log Cleaner NVSE Mod

Cleans the ConsoleOut.txt each time you boot the game, because this can get full and hard to debug when working on multiple mods.

Simple DLL (engine mod) that clears the consoleout.txt. If you don't know what this is or don't see the use case, don't worry about it. I am testing 5-6 mods at a time that have very very spammy outputs to the console so I can test NPC interactions, spread, timings and so on. To go and analyse these logs after is painful, so now it just resets each time.

I'm not a C++ expert but it works and it's super low risk.

Supports alternative file locations for Stewie's Tweaks if you have that enabled, and if you've changed the setting.
