Less Restrictive Building

Mod includes next tweaks:

1. Allows to build floating foundations (useful for all sorts of bridges and bases on cliffs)
2. Allows to build on very steep terrain (from ~30 degrees angle to ~90 degrees)
3. Allows to build overlapping bases. (disabled since 0.4.11 due to changes in the game)
4. Removes max building heightcap.
5. Removes number of objects cap for a character.

Works for both existing and new characters in SP, on servers overlapping buildings will work only for a new character.
