The spells your wizard can learn from scrolls in the Sorcerous Sundries vault — Art of War, Sights of the Seelie, and Dethrone — normally come with a once-per-short-rest limitation.
This mod removes that cooldown, allowing them to function like normal spells. After all, how many level 5 spell slots do you really have anyway?
