This ring was made as a replacer of the Ring of Masser from the Creation Club Content, since the LE version obviously has not CC Content, this is just another ring.
You are able to buy a left hand ring as well as a right hand ring from from Ahkari, the Khajiit caravan merchant which travels between Riften and Dawnstar. Make sure to visit her when her camp is set up, otherwise she might not sell the rings. The rings are called "Moon Ring" and are just like any other ring in the game, so you can enchant them.
For easy identification in the menus: The right hand version is slightly tilted upwards, while the left hand version is tilted downwards, as it is for all my mods.
