In Fallout 1 and 2 you got a perk every 3 levels, which made the early game a pain, but some people like that.
Brought to New Vegas now, enjoy barely having any perks.
Level cap has been bumped to 52 from 50 to be able to get the lvl 50 perks.
Why? Because I needed a distraction from DLLs.
