Overview:
Can you imagine how many shovels there are in the world? Then why are there hardly any in New Vegas/Fallout 3? This little esp-free scriptrunner makes shovels much more common in merchant inventories and on enemies.
If you find the saturation is too high/low, feel free to delete/duplicate lines in the text file, respectively.
