Sets Legate Lanius' level cap to 50 instead of the meagre 30 in vanilla. Same as Ulysses. Scales up from 15 (unchanged).
That's all there is to it. His level was presumably set before DLCs were added and raised the cap.
One line scriptrunner to modify this. Works on loading and new game.
